I believe this clown dates to the 1940s or so

4 3/16" in diameter x 2 1/4" tall

with red tree at center and ambiguous

with some aging/cracking (but no chipping) to the black paint only

Along the bottom the text detailing the healing of the bed ridden figure at left is largely faded, but the alligatored creamy white paint that remains is gorgeous, and one can still make out the year.
