The artist, Maurice de Lambert (1873 1953), was a proflific commercial artist of his day, doing lots of magazine work, as well as paintings, decorating, engraving and sculpture. His work shows up often in auction houses on the net. He was only 22 when he did this work, which I'm guessing is what helps
