The head was clearly molded but the rest appears to have been hand-cut and welded together

The hat pulls off allowing one to arrange the discs in whatever way, and to turn the clown's hand painted head upside down if desired! 7" t x 3" in diameter and in good, well loved condition, and initialed in marker by its one time owner on the underside of the base.
