I believe it is an old saddle maker’s vise —it would have been attached to a bench with a lever below

The ferrule (the wooden part to which the bristles are attached) is 4" wide and 1 1/2" deep

It is marked on the bottom 493-10

I think the ideal home for it would be in a retro motel holding the room keys of guests, but certainly great in an entryway, or in a kids room, or anywhere, really for keys, ties, or a empty totes ready to take to the market. 1940s or 50s I'd guess and pretty nicely done!
