It once would have held a pair of safety goggles, I imagine used by technicians working for the telephone company. The case reminds me of a bit of a submarine, somehow calling Jules Verne to mind, and also of a blimp, and it's got a great, satisfying snap closure that adds to the feeling that this is an indestructible thing!
