It'll need to be placed in a control-style deck to justify the cost, but the benefits in a noncreature control deck are great

When this happens, the next turn player automatically becomes the commander (unless a different player killed them with combat damage, in which case the monarch moves the same way it normally would)
The problem is character-combat has been hard to build around as you are often playing from behind in that sense, always having to challenge characters that have already quested and gained the opponent some lore
