That downside isn't enough to knock this card off our list - because MTG sliver decks are heavily focused on creatures, this effect will always be worse for your opponents than it is for you
+2/+2 for legendary creatures is a ton of boost and a definite wincon, and we already have Orzhov decks that play Lyra Dawnbringer and Vona, Butcher of Magan that would benefit
Wizards tried to stop this deck initially with an emergency ban on Bridge from Below, but this just forced the deck to become more streamlined and allowed Hogaak to be cast on turn two 60% of the time
Booster boxes dont have that problem
