The monster's special effects are disabled, but that hardly matters if you're just trying to do some damage, and if you want to use Rondo in tandem with the Mikanko Kagura ritual spell card, it gives you an easy free way to summon Ohime the Manifested Mikanko while dealing 1,000 direct damage to your opponent
The way a BREAK card works is that you place it on top of the Pokemon with the exact name, so this card would be placed on top of Raticate, so basically this card is a Stage 2 card
