I can see Skymarcher Aspirant as a playable one-drop for other white aggressive strategies, not just Vampires, placing it higher on the list than other members of the tribe

It could also be that they figured they needed to add some extra value to FF13 cards to make them attractive to anyone who doesn't like the game
If there's a cost associated with having it block the creature, its controller isn't forced to pay that cost, so it doesn't have to block in that case either
